International Conference on Cooperative Federalism: National Perspectives and International Experience

The Union Home Minister inaugurated the International Conference on Cooperative Federalism: National Perspectives and International Experience (20-21st January 2016) on 20th Jan., 2016, Vigyan Bhawan, New Delhi, India. This Conference was hosted by the Inter State Council Secretariat (ISCS), Ministry of Home Affairs in collaboration with Forum of Federations, UNDP, World Bank and CUTS International as knowledge partners. In addition to the senior policy makers and government officials from Central and State governments, academics and practitioners and thinks tanks in India, international experts from Australia, Ethiopia, Germany, Switzerland, South Africa, Brazil and Canada also shared their views in this Conference.


The key objectives of the conference were to identify and learn lessons from international experience on institutions, mechanism and processes to facilitate Cooperative Federalism: Fiscal Federalism with a focus on Institutional and Legal Mechanisms; Fiscal Federalism in the context of key social sectors namely Health and Education, Horizontal and Vertical cooperation on Internal Security and Crime; and Green Federalism. The Conference had sessions on the following five themes:
