The Zonal Councils were created vide Part-III of the States Re-organisation Act, 1956 as a part of the Scheme of the reorganisation of the States in the year 1956 with the basic aim of achieving an emotional integration of the country by arresting the growth of acute State consciousness, regionalism, linguism and particularist tendencies.

All Zonal Councils have also constituted Standing Committees consisting of the Chief Secretaries of the member States to screen agenda items to be placed before the respective Zonal Council for discussion apart from keeping a watch on the progress of implementation of the Council’s recommendations.
