4th International Conference on Federalism
Unity in Diversity - Learning from each other, New Delhi, 5-7 November 2007
The Fourth International Conference on Federalism, held from 5-7 November, 2007 in New Delhi, drew a record 1,300 participants from 116 countries. The triennial event was organized by the Inter-State Secretariat of the government of India and the Forum of Federations.
The event was attended by several heads of government including Indian Prime Minister Manmohan Singh; Micheline Calmy-Rey, President of Switzerland; Meles Zenawi, Prime Minister of Ethiopia; and Ahmed Sambi, President of Comoros.
Other senior dignitaries included Rona Ambrose, Canada's Minister of Intergovernmental Affairs and Minister of Western Economic Diversification; Nigeria's Vice President, Goodluck Jonathan; and Shivraj V. Patil, the Home Minister of India, who was the host of the conference.
During the three days, participants attended 24 work sessions and three interactive theme sessions designed to enhance mutual learning.
The chairman of the Forum, Prof. Arnold Koller, in his opening address said that federal countries should 'try in the longer run to develop and formulate 'principles of federalism' in the sense of best federal practices that each federation should for its own benefit consider as a guideline that ought to be followed, and only set aside when compelling reasons so require."
Sh. Manmohan Singh, Prime Minister of India said that in the near future 'we may see states giving up sovereign rights for the larger benefit of mankind.'
Prof. Watts Ronald Watts, a founder of the Forum, said that New Delhi conference was the biggest and best of all.
Her Excellency The President of India Pratibha Devisingh Patil, said in her closing remarks that 'we, in India, have understood that Unity in Diversity is the real strength of our country. By looking after the interests of each section of our diverse population, we strengthen our unity.'

Regional Round Table Conferences
Regional Round Table, Goa at 30 - 31 July, 2007
The Regional Round Table at Goa fourth in the series of Roundtables was held as a precursor to the 4th International Conference on Federalism on 30 - 31 July, 2007. The objective of the Roundtable was to identify cases and Case Presenters for the Work Sessions in the main Conference to be held on 5 - 7 November, 2007.
Regional Round Table, Kochi (26-27 July, 2007)
The Regional Round Table, Kochi, third in the series of Roundtables was held as a precursor to the 4th International Conference on Federalism on 26 - 27 July, 2007. The objective of the Roundtable was to identify cases and Case Presenters for the Work Sessions in the main Conference to be held on 5 - 7 November, 2007.
Regional Round Table, Nainital (19-20, June 2007)
The objective of this workshop was to reintegrate the federal agenda and reiterate the importance of the federal approach to the governance and to generate an agenda for discussion in the International Conference proposed to be held in November.
Regional Round Table, Guwahati (12-13 June, 2007)
A two day Regional Round Table on Federalism was with the Forum of Federations, Ottawa in collaboration with the Centre for North East Studies and Policy Research to cover all the states of the North East and to identify representative case studies and presenters from the region for the 4th International Conference on Federalism slated for November 2007.
Regional Consultations held by Commission on Centre-State Relations
As a part of its consultative process, the Commission on Centre-State Relations held seven Regional Consultations on the subjects particularly germane to that Region. These consultations were held at following places between March, 2008 and July, 2009.

The Northern Zonal Council, comprising the States of Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, National Capital Territory of Delhi and Union Territory of Chandigarh.
